The UN SDG Action Campaign Deputy and Service Center Head of Office covers a broad range of issues ranging from programme formulation to delivery, oversight of UN SDG Action Campaign operations, and represents the Campaign acting as the Director, when requested. As Deputy the incumbent leads strategic planning for the overall Campaign and in particular for the Service Center Office operations, setting of management targets, and monitors timely implementation of activities as included in work plans and strategies. As Head of Office, is responsible for the overall guidance and management of Service Center and the team working in it, and is responsible for strategic planning, programme formulation and adequate answer to new emerging challenges and unpredicted scenarios.

The Deputy and Head Officer support the UN SDG Action Campaign Director is responsible for the supervision and guidance to the Campaign staff and consultants reporting to Bonn, ensuring cross-unit cooperation and coordination.

She/he reports to the UN SDG Action Campaign Director and is placed in Bonn, Germany.

Duties and Responsibilities
Strategic leadership and representation:

  • Under overall supervision and guidance of the Campaign Director, the Deputy and Head of Office is responsible for the day-to-day management of the Service Center’s activities from programme design through implementation including;
  • Represents UN SDG Action Campaign through the Bonn office and promotes thematic and sectoral synergies and coordination among programme activities and execution;
  • Advises the Director on Service Centre programme development and delivery, identifies approaches and modalities to achieve development targets;
  • Promotes knowledge management to ensure access to best available expertise and facilitate organizational learning.

Strategic management and operations:

Within the framework of the Service Centre and agreed management targets, the Deputy and Head of Office is responsible for the management of UN SDG Action Campaign programme and operations:

  • Office management: she/he manages the Campaign’s commitments within MAPS Results Matrix, ensures effective application of RBM tools, and monitors achievement of results, management scorecard targets and other benchmarks;
  • Financial management: she/he has senior manager rights in Atlas and ensures the integrity of financial systems, review of budget requirements and the consistent application or rules and regulations;
  • Human Resources management: in consultation with the Director, the Deputy and Head of Office is responsible for recruitment, performance and career management and supervision of all UN SDG Action Campaign staff working in Bonn and consultants reporting to the office to motivate and promote organizational excellence;
  • Routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions. Informs supervisors and other UNDP staff at Headquarters of the results of the investigation when satisfactory answers are not obtained.

Partnerships building and resource mobilization:

Under the overall guidance and leadership of the Director, the Deputy and Head of Office supports partnership building and resource mobilization for UN SDG Action Campaign:

  • Supports overall resource mobilization of the Campaign with a focus on Service Center Plan;
  • Advocates for the Campaign with government counterparts, donor community, international financial institutions and the UN;
  • Represents UN SDG Action Campaign in the international fora as requested by the Director

  • Campaign and advocacy: Both on line and offline knowledge and experience for development and management of the initiative with strong partnership capabilities.
  • Policy Impact: Knowledge of UN’s architecture and SDGs’ reporting system at the national, regional and global level and ability to align networks with requested quality and content demanded.

Secondary:

  • Fundraising / grant writing; Proactive ability to look for privet and public donor and subsequent formalization of agreements though grant writing and monitoringCommunication skills and knowledge of communications and advocacy sector

Required Skills and Experience

Education:

  • Master’s degree in international development, public administration, business administration, public policy or other relevant social sciences.

Experience:

  • 10 years of relevant experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting;
  • 7 or more years of senior-level management responsibilities of similar size and complexity;
  • Project management experience, including managing knowledge networks and/or advocacy campaigns using digital platforms, is desirable.

Language Requirements:

  • Excellent written and oral communication skills in English;
  • Competency in French or Spanish an asset.
